A group or groups of people who take over a geographical area and claim ownership over everything within that space with the use of force,violence and coercion.

They claim ownership over the land the surrounding water, minerals, animals and people, they control production and claimed the right to a portion of it.

Governments are nothing more than different gangs of people with different management styles enslaving everything under it's control.
