So my question is this:

Recalling how we goaded Japan into an aggressive attack against us at Pearl Harbor by cutting off their oil (The United States of America had slapped a heavy oil embargo on Japan which is the main reason Japan attacked Pearl Harbor.), are we now doing something covertly to goad for example, North Korea into attacking South Korea as a pretext to yet another war?

In short, are we or are we not, doing anything to artificially create conditions for wars-either pre-emptive or after the fact in order to keep those big dollars flowing to Washington and the big war machine contractors?
