Does anyone have the text or a video clip of Romney's chilling remarks (I know, that's redundant) that "we" need to limit freedom of speech in some cases?

Here's something that hurled fine hazelnut cappuccino droplets all over my computer screen:

Mr. Giuliani: I mean, the difference is that under Governor Romney, spending went up in Massachusetts, per capita, by 8%. Under me, spending went down by 7%.

The line item veto was unconstitutional. I took Bill Clinton to the Supreme Court and beat Bill Clinton. It's unconstitutional. What the heck can you do about that, if you're a strict constructionist?

My favorite part was-

Mitt Romney: I would check with lawyers to see if I could go to war without Congress.
Ron Paul: WTF?!

I was trying to listen during the debate in the with commentary in the background but I could have sworn I heard Romney talking about limiting freedom of speech.

Ron Paul looked like the smartest guy in the room at that point in time.
