I know I've seen a Brookings Institution graph of the different characteristics of each on this site. Anyone have it handy or know where I can find it?

No idea about the specific Brookings report you are requesting, but my understanding is that the 'old world order' refers to the global government and centralization of covet means during the time of the 'Tower of Babel'. Therefore the continual repetition of the phrase 'new world order' not only pays respect to those involved in the creation of the tower of babel, but also a goal to exceed the accomplishments made during that time.

Which New World Order and which Old World Order? A New World order is declared anytime there is political or economic change. The collapse of the old USSR set up a New World Order. The rise of China economically and their emergance on the world stage was the start of another New World Order. The end of WWI and WWII marked the start of a New World Order. The term gets used and abused a lot.
