Why can't we track Fed transactions?

If the federal government can track every bank transaction over $2,000 by American citizens. If it can track down laundered money transferred by terrorists. Why does it not have the power to track the foreign transactions of the Federal Reserve?

Shouldn't there be a way in our current nanny state laws to track the transactions of banks within our current borders?
