I found this on his issues page. To me, his foreign policy sounds friendly to non-interventionism and not neocon.

We must continue to develop sophisticated, cutting-edge tools and weaponry to defend our citizens from threats of terrorism. When our objectives are achieved, we must bring our troops home.

He also wants to term limit senators to at most one re-election.
