That's a very effective ad, since it does subtley work in the premise that they can and will find you and steal your money by force if necessary. But since most people would just look at it as an attempt at comedy (however unfunny), it works on a more subconscious level than anything else.

Oregon had a similar tax amnesty program last fall and produced a TV commerical to publicize it, but they took a "humorous" approach. Rather than appalled by the Pennsylvania ad, I applaud their honesty, but it's pretty piss-poor public relations.

That video is a nice visual example of how our federal and state governments are making themselves like God. Notice how it starts from outside the planet and then begins zooming down towards Earth, into the homes of its citizens. The camera moves like an omnipresent being with omniscient powers to know about everyone who doesn't pay their taxes. It even offers "terms of repentance," allowing late-payers to "skip the penalty" if they pay online by June. It's simply idolatrous.
