Doesn't really address the issue of what the money is used for IMO. Paul Craig Roberts says more than half goes to military spending (skip to 3:23):

Ironically, this would make the liberals more likely than the "conservatives" to went to abolish the income tax

i do not think dissecting what it pays for was the goal of story!!! but he will be writing more..
