I was just listening to Bloomberg Radio (interviewing Jim Grant) and they played back clips of ole' Gordy taking shots at Goldman Sachs. I haven't found the speech online, but I found this:

The Prime Minister said he wanted radical reform of bank regulation, including a "new constitution for global banks", but repeated this must be achieved internationally. He said: "We don't want a race to the bottom in banking where some countries set up as offshore havens."
