How do you start a PAC?

I'm thinking os starting a PAC witht he purpose of providing economics books to schools, anyone got any advice on this process?

That wouldn't be a PAC, it could probably be considered a 501(c)(3) charity, and if not that, a 501(c)(4) organization. A PAC is specifically for endorsing and supporting candidates for political office. I could direct you to resources for all 3:
