It sounds kind of appealing, but it might get tedious living in the middle of the ocean, looking at nothing but water around you. Would have to take that into consideration. Its nice to be able to drive around and see different things, with solid ground underneath you.

:) Learn to scuba dive. There is plenty to see in the ocean, especially down deep. You just need to think outside the box...

"Its nice to be able to drive around and see different things" - you'd have a boat to go from the seastead to land or from seastead to seastead

The title said "on the cheap". Scuba is kind of pricey. Besides, it makes no sense to me when they sink ships so scuba divers can swim around and look at them. Hell, why not keep the thing floating so everybody can walk around and look at it?
