Looking for suggestions on a research paper comparing two countries on an issue...
Prompt: Compare the public policy outcomes of two or more countries.
Details: Do NOT simply examine the policy, start with a hypothesis which attempts to explain the most effective way to solve a problem.
The paper will test your hypothesis by examining how two or more countries approach that problem and then compare the outcomes.

Prison industry between USA and Sweden? Both seem like massive failures but for much different reasons. There's a free amateur documentary called The Socialist Utopia, part of it deals with Sweden's prison system and I think you'll be quite surprised by it:

For the USA, you could talk about how it imprisons more people than any other country, how arresting non-violent "criminals" for drug use turns them into real criminals one they're in the slammer, the cost of the system, etc.
Hypothesizing on creating a real prison system that protects the public and actually reforms criminals could be interesting.
Another one you might try is the regulation of drugs between USA and Holland.

I can't say much except that most two countries can't easily be compared.
For example, "the regulation of drugs between USA and Holland", the previous poster, can't be used.
Holland is a smaller country in both area and population.
It's also much older.
It's temperature and terrain is different as well.
The US can only be compared to Canada for a few things otherwise there will be too many confounding variables.
Even then most states are too different.
Try Andora versus Lictenstein.
Or the Nordic countries between each other.

Yeah, of course the Norway discussion is an option, it just doesn't seem like there is very much info/analysis available on it.

Some other ideas that have come to mind would be,
judicial review, most European countries don't have it with the exception of Germany
constitution, UK doesn't have one, US does

Drugs, healthcare, etc. will likely be chosen by other people in your class. I would stay as far away from those as possible.
Judicial review is a good one.

Consider something like comparing our banking system to Iran's. It would make for a splendid opportunity to discuss our bubble system as it relates to fractional reserve banking and the dangers of fiat money.
If I knew of somewhere that operated on a precious metal system, I'd suggest comparing to that ... but I don't think there are any around. (Perhaps modern day Somalia?)
Need they be modern day countries? You could compare the current US to something like Weimar Germany.

most countries can't afford to have an interventionist foreign policy. hugo chavez is the only one meddling and financing leftist candidates with oil money in other countries, but venezuela is going bankrupt as well.

Iran, Sweden, Switzerland, Lichtenstein. The last is interesting because they don't have a military.
China or Switzerland vs US on civil defense.
Portugal vs US on drugs.
health care:
Zambia vs US - ICU bed $78 vs $4,500 a day
Cuba vs US - per person health care costs: $258 vs $7,800 per person, per year avg.
