The best reply rate the census has is 60% and that in only 4 states. if you don't fill out the form someone comes out and knocks on your door to ask the questions at a cost of $75 per door. Being generous, lets say that 60% rate was the national average, and 40% don't send it in. That's 120 Million people that need to be contacted at a cost of 9 Billion. Yes, there are lots of multi-person homes, but this is just to get in the ballpark.
