It's the whole argument of central planning vs. the free market. You can't plan on people working hard and being productive, and you can't make them. You have to let them be free to do it if they want to.
That book has some really interesting essays.

Yup. Everything boils down to individual incentive. Everyone's wants and needs vary, and their values are subjective and always changing. It's impossible to plan this.

people should get paid on what work they do, not how long they are working, though some jobs obviously would be hourly, like a security guard, cant pay them for how well they secure lol

It's up to the market. If an entrepreneur (employer) wants to pay the workers hourly, that's his business. Certainly government shouldn't be making these decisions (minimum wage, worker quotas, etc.).
