Was it HR 4872? Or was it the original HR 3590 or both?

It seems to me that HR 4872 would have to be approved by the Senate, right?
I'm confused about this.

Senate bill was passed 219 yea votes - that is no changes - BO signs tomorrow.
A reconciliation was passed with 220 yeas - with changes - Senate needs a simple majority only.
But why do they need to . . . their Senate bill was passed ?
I think they dealed on this - all f'd up because they really need an amendment to add a "right" don't they ? - legislation just ain't good enough constitutional muster.

But the Senate never voted on 4872. How does that work? Am I wrong?

OK, here's the deal. 4872 is a "reconciliation bill" normally intended for budget matters. It's not subject to the filibuster, so it needs only a simple majority in the Senate.
Just another legal issue that will end up in one of many lawsuits over this thing.
