Bill to Ban Microchip Implants Fails in House Panel

State Rep. Susan Lynn's proposal to prohibit implanting microchips into people without their permission failed Tuesday in the House Judiciary Committee on a tie vote - 5 yes, 5 no and one abstaining.

The measure (HB2059) had been debated at length over the past few weeks. Critics contended that it was unnecessary. For example, Rep. Vance Dennis, R-Savannah, said Tuesday he thinks such involuntary implants are already covered by the law against assaults.

But Lynn says there has been at least one attempt to authorize implants for developmentally disabled individuals in Tennessee and, as technology advances, more efforts are likely.

Joe Sweat, speaking for the American Civil Liberties Union, endorsed the bill. He likened implants to the tattoos given to inmates in Nazi concentration camps.

But Rep. Eddie Bass, D-Prospect, said one of his reasons for voting no was the ACLU's support. "I just have a problem with any bill backed by a group... (that supports) taking a prayer out of our school system."
