if anybody has a cached copy of it, all the traditional sources seem empty or broken by bandwidth. I put this all over my facebook and it is literally exploding with outrage and more than 1 persons demanding to see the fulltext.

There is an embedded link to a .pdf of the bill

Why is the national security community treating the "Enemy Belligerent, Interrogation, Detention, and Prosecution Act of 2010," introduced by Sens. John McCain and Joseph Lieberman on Thursday as a standard proposal, as a simple response to the administration's choices in the aftermath of the Christmas Day bombing attempt? A close reading of the bill suggests it would allow the U.S. military to detain U.S. citizens without trial indefinitely in the U.S. based on suspected activity. Read the bill here, and then read the summarized points after the jump.

I've got the PDF, but the line numbers are embedded in a very ugly way, so it does NOT copy/paste well.

The bill does not distinguish between U.S. citizens and non-citizens, and states that “suspected belligerents” who are “considered a “high-value detainee” shall not be provided with a Miranda warning.”

A person is considered a “high value detainee” if they fulfill one of the following criteria.

(1) poses a threat of an attack on civilians or civilian facilities within the U.S. or U.S. facilities abroad; (2) poses a threat to U.S. military personnel or U.S. military facilities; (3) potential intelligence value; (4) is a member of al Qaeda or a terrorist group affiliated with al Qaeda or (5) such other matters as the President considers appropriate.

Apparently The Atlantic got a hold of the rough draft as read to the Senate, since the full text is not up at thomas.gov yet.

Problem is that goes back to Thomas, and Thomas does not yet have the fulltext of the bill. Anti-Fed's link, however, did. :D

This is why this is the best. community. ever.

The text of S3081 has not yet been received from GPO

Bills are generally sent to the Library of Congress from the Government Printing Office a day or two after they are introduced on the floor of the House or Senate. Delays can occur when there are a large number of bills to prepare or when a very large bill has to be printed.

Direct copy from the actual draft of the bill itself:

(2) CRITERIA FOR DESIGNATION OF INDIVIDUALS AS HIGH-VALUE DETAINEES.

The regulations required by this subsection shall include criteria for designating an individual as a high-value detainee based on the following:

(A) The potential threat the individual poses for an attack on civilians or civilian facilities within the United States or upon United States citizens or United States civilian facilities abroad at the time of capture or when coming under the custody or control of the United States.

(B) The potential threat the individual poses to United States military personnel or United States military facilities at the time of capture or when coming under the custody or control of the United States.

(C) The potential intelligence value of the individual.

(D) Membership in al Qaeda or in a terrorist group affiliated with al Qaeda.

(E) Such other matters as the President considers appropriate.
I was able to remove the line numbers from the critical section. There are 12 pages in total.

There you go...

Really, it's very simple, "pre crime" that will get you "rendered".

No trial, no judge, no review...you become an "unperson".

Passage of this is, no shit, the end.

HEAR HERE! This is far more evil than PATRIOT Act. This bill means the complete end of whatever is left of freedom in the USA.

The PDF was slightly too big to attach as a PDF, but it was well small enough to attach as a ZIP file. I zip'ped the PDF and attached it here. The attached file (a zip'ped PDF file) is the draft copy of the bill as introduced by McCain.
