I believe it was November 2009 - (check at about the 2:30 - 4:20 mark)

RP : "we are building a fortress in London while go back to my District . . . people are falling through the cracks."

How is that even possible? The new Dallas Cowboys Stadium that has the biggest TV ever made and fits over 100,000 people costs a billion dollars. How could a building cost that much?

BTW anyone else catch the "courtesy of wikipedia" icon during the piece? Wiki just cites other sources. That would be the equivalent of saying "courtesy of the internet".
