ok i understand how a state decides it's not going to enforce federal mary jane laws or federal gun laws
but with respect to a program like a new health care plan that would require citizens to pay into, how can a state realistically nullify that?
can someone walk me thru it?
couldnt the feds say add a line to the irs 1040 form and expect people to pay that way? what's the state gonna do, say it's citizens don't have to file their federal taxes so as to include that healthcare tax? so then what, the feds say no federal highway funds and no federal education funds to any state that stands up against a healthcare tax?
