So...is Hawaii a good example of the state government running health care? I mean to suggest that we can do this with the entire population of America is a little far fetched. But Hawaii is able to cover all their citizens, which has a population of 1.2 million.

Is this something Libertarians and Constitutionalists could get behind?

Constitutionalists and states' rights advocates could theoretically get behind it, but most are also free market supporters like libertarians. Although competing programs across state lines would be far more effective and accountable (at least indirectly) than a single federal program, government health care is still anathema to free market principles and sound economic policy.
