One cannot say that "liberty," "equality," "the U.S. Constitution" and "legal precedence" are all primary ends. These are just means necessary to reach a single primary end with that end product being "Civil Purpose."
The new American ideal of "A more perfect Union" is to place focus on the betterment and contentment of the people, thus freeing them from the old ideal of serving to better the contentment of tyranny. Therefore, the U.S. Constitution established not a government for the sake of government, but a "necessary tyranny" over the people.
Once again, in order to fight against political emotionalism, liberty for the sake of liberty is no better than slavery, equality for the sake of equality is no better than inequality, the U.S. Constitution for the sake of the U.S. Constitution is no better than a dictatorship, and, finally, legal precedence for the sake of legal precedence is no better than chaos.
