Radical Notary Wins Erie Council Seat

An Erie County notary with radical views of government will take a seat on Erie County Council in January.

Elbert G. "Bill" Beaman, also known in court records as Weilliam G. Beeman and Evert Beeman, of Waterford Township, was one of fice candidates on the Nov. 3 ballot seeking election to represent the 49,000 citizens of Eire County Council's 6th District. The 60-year-old Rebublican nominee received 2,054 votes, nearly double that of another candidate. Although he ran on the GOP ticket, Beeman was denounced by local Republicans after they learned he was a Libertarian who sought the Republican nomination for appearance sake.

During his campaign, he stated his desire to eliminate mandated county government services, including the Erie County Public Library. Beeman also advocated the release of nonviolent offenders from the Erie County Prison and a 10 percent pay cut for all non-bargaining county employees.

Beeman is the owner and operator of Libertarian Notary, in Waterford, and has a blog called Libertarian Notary Blog. His notary commission expires on July 7, 2011.
Eighteen years ago, Beeman spent 10 days in the Erie County prision instead of paying $1,040 in fines he owed the state for violations at a mobile home business he operated at the time. Beeman also owes the Internal Revenue Service more than $2 million after he quit filing income taxes in 1993. Waterford Township won a $5,600 judgement against Beeman and his corporation, Strivingforfreedom Inc., in July 2008, over unpaid sewer bills.

Documents he filed with the IRS refer to admiralty law and state that Beeman is a "third party" only visiting the court. During an October 16 federal court hearing regarding his tax issues, Beeman refused to answer the juege's questions, saying afterwards, "I would have been submitting to their authority." He has sued the IRS for $7million, claiming they improrperly filed liens against him in Erie County Court.

In late November, Beeman appeared before Erie 1st Ward District Judge Sue Mack for a hearing on a charge of diriving without a license. After a brief trial on the charge, Beeman was charged with driving on a suspended license. It was his fourth conviction. Beeman told the judge he would appeal again. All of this previous convictions for driving on a suspended license are on appeal in either Erie County Court of in the state appelate courts. beeman has not had a valid driver's license since 1986.

He will be sowrn into office on january 4.
