They can do this simply by world inflationisim and the continual sabotage of the free market.

ie Monsanto and genetically engineered food that wipes out local biodiversity.. making the entire population at the mercy of something akin to a modern day potato blight.

Countries that are completely dependent on foreign aid are at the direct control of the issuer of that aid. The receivers are denied the lesson that free exchange and capital accumulation presents; the only means out of poverty and a continual improvement in the standard of living. Foreign aid is a weapon that enslaves recipient countries by dependence to its issuers.

Give a man a fish he eats for a day, teach a man to fish he eats for a lifetime.

Buy the lake, and you can afford to add variety to your diet off what everyone has to pay for the ability to fish there :D Just make sure you teach them all only to fish.
