The bill would allow for the creation of hundreds, possibly thousands, of new, low power FM (LPFM) radio stations dedicated to broadcasting community news and local perspectives to neighborhoods across the country

That's good news on the surface.
It's great news if it's not for voice only, and someone figures out how to leverage that to do TCP/IP over LPFM, and designs cheap tunable FM usb dongles, so we can create more hot spots so people can get real news on the go.

This isn't such great news. When they opened this up a little before, they demanded you higher an electrical engineer and bought very expensive equipment. Basically pricing just about everyone out of consideration. Also, you have to demonstrate that it's in the communities interest, undoubtedly have to pay a yearly permit fee - that won't be cheap, and low power generally means they don't broadcast more than 1 mile.

They also exclude pirate stations from ever going legal.

No, this is about control. Maybe good for a college or uni, or a very small town but that's about it.

If this lowers the intensity of ever increasing mesh of electromagnetism around human bodies, it could be a good thing. 20 years from now, electromagnetic pollution could be bigger than "global warming", probably or possibly.

And equal cause for concern.
And when it is equal cause for concern, you can expect the scientists who keep telling us that it's impossible for human tissue to be damaged by these bands to be as suddenly out of work as AGW doubters are today.

My paranoia is mostly based on cell phones but I don't know if any one is studying this ever expanding grid of all this electromagnetism around us. It is possible it's all perfectly safe, but so were cigarettes few decades ago.
