"A more perfect government" means "a necessary evil that can be forever improved upon."
So, the ultimate purpose of our Christian Founding Fathers wasn't to establish a perfect government but to establish a Civil-Purpose over the long standing legal precedents and traditions persecuting the people. This simple Civil-Purpose exists as a natural law and is that which is self-evident and unalienable needing no explanation by an expert -- with this expert being "qualified" as such by an "official" government.
Contrary to that "official" business which took place outside of its borders, the United States was not created by officials but by "gentlemen" playing the parts of lowly, commoners.
Thus "We the people . . . "
