You won't believe this!

According this 1994 article from the New York Times (http://www.nytimes.com/1994/08/02/us/us-panel-in-north-carolina-calls-racial-gerrymandering-legal.html), the gerrymandering of Mel Watt's district was challenged in court. The court ruled that the district (North Carolina 12) was gerrymandered, but that this was okay because it was for racial purposes!!!


A redistricting plan that set up two oddly shaped Congressional districts with black majorities is "racial gerrymandering" but is legal, a United States District Court panel ruled today.

The ruling of the panel, of the United States District Court for the Eastern District of North Carolina, was approved on a vote of 2 to 1. It turned back a challenge by five white voters who had sued the state, saying its redrawing of Congressional districts should be declared unconstitutional.

The panel's ruling said: "We find that the plan's lines were deliberately drawn to produce one or more districts of a certain racial composition and that it is thus a 'racial gerrymander' subject to strict scrutiny. But we nonetheless conclude that the plan passes constitutional muster under that standard because it is narrowly tailored to further the state's compelling interest in complying with the Voting Rights Act."

The ruling, which was written by Judge J. Dickson Phillips Jr., concluded that the plan did not violate the plaintiffs' equal protection rights. Judge W. Earl Britt concurred in the ruling.

Because of the redistricting, most voters are black in the state's 1st and 12th Congressional Districts. Two years ago, Eva Clayton and Melvin Watt, from those districts, became the first blacks to be elected to Congress from North Carolina since 1901.

That's the way Democrats (racist organization) insure they keep that seat in Washington. You could raise 20 million dollars and that guy won't lose his seat.

Almost every district is gerrymandered.... but yes, that is the most blatantly gerrymandered district I have ever seen.

Actually in Glenn Becks "Common Sense" book he writes about this and shows some pictures of ridiculously shaped districts, both dem and rep.

In Kinston, NC voters in 2008 overwhelmingly (by something like 80%) passed a referendum to make all municipal elections nonpartisan. In steps the Obama DOJ about a month ago and rules that "you can't do that" and mandates that party affiliations remain on the ballot...specifically because "black voters need to see the party affiliations, so that they will know who to vote for, that is, the Democrats." I am not joking. :mad: :mad: :mad:

Make no mistake about it. It isn't a "Democrat" thing to Gerrymander. BOTH parties do it as a matter of routine, which is why the vast majority of Americans are effectively disenfranchised when it comes to electing representatives.

In North Carolina specifically, it is indeed a "Democrat" thing though. Republicans have been fighting to stop gerrymandering here for 80 years. GOP is mostly responsible for the state laws explicitly outlawing the practice. Those laws are, of course, ignored by the Dem super-majorities that have been in power since the end of reconstruction.

Mind you, the climate is a little different here in NC as it is pretty well impossible for third parties to even GET on the ballot. So most of the anti-establishment people end up in the GOP as NC is basically a one party state.

In NC, the GOP is the third party, quite frankly.

So yeah, I agree with you in most cases, but NC is a different animal.

If people can't do their due diligence and figure out which candidates they should support, then they shouldn't be voting in the first place. We'd be so much better off w/o political parties. Though, we don't really have this problem in NH considering black voters make up ~1% of the population, statewide.

There is some question as to whether or not this was due to the heavy contributions provided to him by large bailed out banks. Mel Watt has revealed his hand and is undoubtedly on the side of the big banks, and could care less about the American people and trillions of taxpayer money.

"The bill, with 308 co-sponsors, has been stripped of provisions that would remove Fed exemptions from audits of transactions with foreign central banks, monetary policy deliberations, transactions made under the direction of the Federal Open Market Committee and communications between the Board, the reserve banks and staff, Paul said today.

Oct. 30 (Bloomberg) -- Representative Ron Paul, the Texas Republican who has called for an end to the Federal Reserve, said legislation he introduced to audit monetary policy has been “gutted” while moving toward a possible vote in the Democratic-controlled House.

The bill, with 308 co-sponsors, has been stripped of provisions that would remove Fed exemptions from audits of transactions with foreign central banks, monetary policy deliberations, transactions made under the direction of the Federal Open Market Committee and communications between the Board, the reserve banks and staff, Paul said today.

“There’s nothing left, it’s been gutted,” he said in a telephone interview. “This is not a partisan issue. People all over the country want to know what the Fed is up to, and this legislation was supposed to help them do that.”

The Fed, led by Chairman Ben S. Bernanke, has come under greater congressional scrutiny while attempting to end the financial crisis by bailing out financial firms and more than doubling its balance sheet to $2.16 trillion in the past year. The central bank is also buying $1.25 trillion of securities tied to home loans.

Paul, a member of the House Financial Services Committee, said Mel Watt, a Democrat from North Carolina, has eliminated “just about everything” while preparing the legislation for formal consideration. Watt is chairman of the panel’s domestic monetary policy and technology subcommittee.

Keith Kelly, a spokesman for Watt, declined to comment and said Watt wasn’t immediately available for an interview. Watt’s district includes Charlotte, headquarters of Bank of America Corp., the biggest U.S. lender.

Paul said he intends to introduce an amendment to the bill when it comes to the House floor for a vote restoring the legislation’s original language.

Representative Barney Frank, a Democrat from Massachusetts and chairman of the committee, said in interview that he intends to ensure legislation would provide a time lag between FOMC actions and the reporting of them.

Such a provision would “lessen the market impact,” he said on Oct. 20. “The importance is to see that there are no abuses and to judge what they did.”

The legislation will probably be included in a broader Democratic package of financial-regulation changes in the House, Frank said.

Watt is an example of special redistricting. His district is 8 miles wide and 60 miles long.
It goes from Charlotte to Greensboro, NC along both sides of I 85 and several counties.
So he is truly representing his district, just what it was created for , special district, specific interest and special representation.
