Okay, I know people in US territories (e.g. Puerto Rico, US Virgin Islands) can't vote for President.

Can they send financial support to a candidate?

I'll be taking a cruise in December which hits PR and the USVI, and if wearing my various Ron Paul Tshirts can whip up support in the territories, I'll wear them (and of course I'll wear them on ship among all those Americans).

They cannot vote for president, but they can still donate.

Not to mention that they get delegates to the nominating convention. :)

They are U.S. Citizens so they can donate. They can't vote for President in the General Election, but they do get delegates to the Republican party. The Virgin Islands get 9 delegates selected in a Closed Caucus.

Puerto Rico gets 23 (more than DC, Vermont, Delaware, Rhode Island or Hawaii) selected in a Winner Take All Primary on February 24th.
