Who's "they"?

Foreign dollar holders have everything to gain from holding off a dollar collapse as long as possible while they dispose of their dollar stockpiles.

Of course it won't work. The Fed is printing too fast, and any jolt of bad news is enough to send the dollar into a tailspin, as we have seen this week.
