I thought I knew pretty much the whole deal about the Fed, but then I started reading End the Fed, and it really clarifies how outrageous it is. Plus, the parts about Ron's childhood are great. I like the part about how he bought war bonds with his whole family cause they were being patriotic, only to find out years later that it was just a psychological tool to keep people invested in the war. The war was really financed through taxation and inflation taxation by the Fed.

9:02 eastern, they're currently "in recess" but there is a hot mic of chattering, nothing clearly audible. The screen says they're meeting in room 2128 rayburn, and will be broadcast on house channel 29.

I know this is going to sound corny, but, as I watch this, I just can't keep from thinking, "We did this! We made this happen!"

:-D

As a side note, Barney Frank needs to learn to take some constructive criticism. He seems to take anything any Republican says WAY too personal.

If you recorded it, You should isolate that section and post it up as an mp3 so people who missed it can hear. There was other conversation as well but my audio was low as well, the meat of the conversation might show conspiracy to mislead the congress if they are discussing ways to divert the conversation.

Q: Is it illegal to make a loan that is not fully secured under 13-3?

Maestro232
09-25-2009, 08:52 AM
CLEAVER: "one of our problems is nobody knows what the fed does. That's a problem. When things like the bank bailout happens, that sours the opinion of congress and the people. Then the people think congress took a vote to give money to the bank, but it wasn't us, it was you, the FED."

Q: Explain to the people how the banks got the money without this committee recomending it or it going to vote

A: Those funds would be used to buy troubled assets, but then we realized it would take a long time to figure out details to make such a program work. Then it became clear that there were many troubled institutions, so treasury decided to use the funds there instead, to inject capital into banking system. They didn't do this by giving money away. They invested it in banking instution with expectation of repayment with interest.

Mr. Garrett of NJ up for questions.

GARRETT: "re: monetary policy, this legislation is concerning. e.g., disclosure requirement. You're concerned about info being released to soon, but an audit takes a long time."

A: "The problem is the audit would be an intrusion into our monetary policy. Second guessing, judgement about if we are moving into the right direction.

Q: But don't congress already have that authority to second guess the FED?

A: But the GAO is more intrusive in their reviewing process. They will make a more comprehensive evaluation. It gives it a different kind of weight?

Q: So you're saying congress can make a judgement because we have inadequate info and don't know what we are talking about, but when GAO does it, they are doing it with good info, and so you're worried?

Q: re 13-3, explain what it takes to have an action taken in unusual and exegent circumstances?

A: May authorize board to make a loan if they vote for it and secured to their satisfaction and other options aren't available. Then we can make a loan

Q: And that occured for Bear-Stearns

A: Yes

Q: How did the bear stearns process happen, how long, how did the board decide?

A: Board on phone during night discussing the condition of Bear Stearns and market conditions. We convened a board meeting next meeting, using emergency provision only 4 of us had to vote.

Q: Did this same process happen with Lehman brothers?

A: There were constant updates to the board, conf. calls, etc...

Q: transparency didn't keep people from accepting TARP funds, so what's the big deal with other transparency?

A: Capital Injection Program was designed for healthy institutions, which is why institutions were eager to participate, but as time went on, participation in this program soured.

Q: So it is a red-letter stigma, as opposed to not wanting Congress overseeing this?

A: Administration proposed dual key system where Treasury AND board would have to ok it, and Bernake thinks if we could get RESOLUTION AUTHORITY, we wouldn't need 13-3.

(b) Under regulations of the Comptroller General, the Comptroller General shall audit an agency, but may carry out an onsite examination of an open insured bank or bank holding company only if the appropriate agency has consented in writing. Audits of the Federal Reserve Board and Federal reserve banks may NOT include —
(1) transactions for or with a foreign central bank, government of a foreign country, or nonprivate international financing organization;
(2) deliberations, decisions, or actions on monetary policy matters, including discount window operations, reserves of member banks, securities credit, interest on deposits, and open market operations;
(3) transactions made under the direction of the Federal Open Market Committee; or

Q: How could knowing this stuff possibly hurt the FED? It's "incredulous"
