That was my thought. One method for sheep, the other for wolves (so to speak). But then, that's an oversimplification. Thing is, they're using both together. Huxley's overabundance of crap masquerading as information does a nice job of making people believe that Orwell's withholding of information is not going on. Those hopped up on the official antidepressant soma don't think about the people being locked up for pot--and which are more obedient? The carrot does a nice job of distracting one from the stick...

i.e People don't want to read a book? Why? State schools. State control over the airwaves. MSM.
