My thoughts politically is that it might have been a good idea to apologize, saying that he was caught up in the moment because he knew the Bill had provisions in it that would allow it. That would steer the debate back to where Obama wouldn't want it to be - in the details.

Methinks it would have been a better move for him (provided he's in a strongly Republican district), for him to publicly refuse to back down from calling Obama a liar. Take a strong stand against the tyrant!
