The story goes like this.

Back in the day there weren't any "test" to finish school. So this dude was going to become a lawyer and to become a lawyer he had to have three other lawyers interview him. Well the dude set up an interview with three other lawyers. When he showed up at the meeting place only two lawyers were there. The third lawyer was in some hotel somewhere and told the two lawyers that whatever they agreed to he'd go along with it, so he didn't come to the meeting. The two lawyers interviewed the dude and suggested to the third lawyer that they "pass" the dude. The dude is a relative of mine on my father's mother's side with the family name of Eden. He went on to server in the US house I was told. I would like to see some of his speeches. Oh the lawyer who stayed in his hotel and didn't meet my relative was Abraham Lincoln.

Anyway, the best thing to do is to contact the Library of Congress.

Also remember that in the days before recording media allowed for transcriptions, few speeches were written down, so you're not likely to find much if anything.
