I might have a CONTRACTUAL right not to be offended. For example, if I go to a movie theater and you start running up and down the aisle naked, I might claim I had a right not to be offended in that way and demand my money back. The same might apply in any private commercial setting.

The issue you raise is typically only an issue as a consequence of public property.
