I believe that too. Juries award amounts. Tort reform is essentially the same as allowing people in anger management programs to decide the maximum sentences for murder.

That's entertaining and all, but, why was the response omitted? Are people seeing these town hall meetings as a form of patriot wrestling? The outcome doesn't matter as long as the theatrics are played out?
