Can you donate to a campaign if you have legal resident card? I know a few legal immigrants who would like to donate to Ron Paul.

Check the FEC website to make sure, but I'm pretty sure that permanent residents (i.e. green card holders) can donate.

Yes, permanent residents (green card holders) are NOT foreign nationals per the FEC (and are eligible to contribute).
