She said she has never before run for elected office and, until several years ago, was not even politically active.
A U.S. Department of Agriculture proposal for a national identification system for horses sparked her activism, according to Steever, who opposed the measure.
"I just think government should stay out of people's lives," she said.
The more involved she got, "the deeper and deeper into politics I got and saw, firsthand, the games played by politicians," said Steever.
