According to Title 5 of the United States Code, civilian federal employees were set to receive the 2.4% across-the board adjustment as well as locality pay adjustments averaging 16.5%.

Adjustment = Automatic NON-performance quality-linked, guaranteed pay raise.

The National Treasury Employees Union expressed disappointment over the White House's letter.

"NTEU continues to support the principle of military and civilian pay parity and will continue to work to include an amount equal to the military raise, whether it is 2.9 percent or 3.4 percent," says Colleen Kelley, NTEU president in a release.

"NTEU recognizes that it has been a very difficult year for the economy however pay parity is an important and accepted principle and reflects the reality that civilian and military workers both contribute strongly to our country and deserve the same percentage pay increase."

The Romans forced their populace onto paper currency and paid the government employees in gold. Essentially making the effects of inflation born only to the citizens. In this case the government employees are some of the few who are getting the newly printed money first. Thus becoming benefited by it and protected some what from the effects.

Funny how nothing changes.
