I actually disagree with her when she suggests Congress should be looking into this. Congress has no authority to overturn those state mandates. One this Congress could do, though, would be to overturn the state laws prohibiting people to purchase insurance from other states, since this amounts to a interstate trade barrier. Congress has the constitutional authority to abolish that.
