Just establishes the creation of detention facilities on Army installations. They're not rounding people up.

Google private prisons.

Basically, this is the US version of sweat shops. They don't have to pay prisoners min wage, so they might get 25 cents an hour and have to buy their own TP, toothpaste, cigs, etc. before, they have been widely employed in factories making military uniforms, etc. This seems like as a natural extension of that,as it's a lot cheaper than paying soldiers.

The US has the largest percentage of prisoner per capita than anywhere else in the world. Most are in for drug possession or other victimless crimes.

A number of military installations host, or are located near, Federal prisons.

Those prisons have work crews available. This regulation (which has been around for decades) just establishes the procedures under which bureau of prison labor can work on Army installations.
