There is one town near me where they do this all the time. There are signs saying no parking, a hydrant and they park there all the time to go to the store or to try to pick up speeders.

The "ex cop" appeared to jaywalk her way over to the parked vehicle... she was standing in the street during her tirade. She then walked back, equally oblivious to any sort of safety.
