I am so confused, I was reading an article this morning saying that CA has an annual budget now of $85 billion. Curious to see what TX was I read an article that they just approved a $182 billion/2 year budget. Every statistic though says that CA has the largest state governments, while TX has the smaller. I have done over an hour of research and not been able to get to the bottom of this and am now very confused. What am I missing here?

Thats a rediculous generalization to make. Go live in New York City and come back and tell me Texas doesn't have a small government.
Really no one here has any insight into this?

first of all.. were in one of the higher tenth largest economies in the world while CA is 5th I believe..
today, relatively speaking, Texas has somewhat smaller government.. certainly in comparison to many states.. we are also one of I think 3 or 4 that wont be bankrupt in a year.. we have a 9 billion dollar surplus..

As a percent of their economy that would mean that Texas has a bigger government (more spending) than California since our total economy is bigger and our total government outlays are lower.
Texas State Budget breakdown:

California (last year's budget but the allocations should be similar):

http://2007-08.archives.ebudget.ca.gov/BudgetSummary/SUM/1249561.html
It looks like as a percent of expenditures that Texas spends a lot more on health and human services than CA does (31.6% vs 26.6% of the budget). I believe that Texas has lower individual tax rates because they take in more from the oil and energy producers in the state. On the chart above, CA spent $38 biillion on HHS while Texas http://www.texasbudgetsource.com/health-and-human-services has budgeted $53 billion for 2008- 2009 or about 40% higher than California. Total California spending that year was $103 billion according to the link. This makes Texas seem more of a welfare state than California is- certainly on either a per-capita expenditure basis or as a percent of their economy.
Looks like the CA figure is for one year while the Texas one is for two years.

These are just state, do not forget that the county and city / town reports should be looked at as well.

I saw you lived in TX, which is why I said maybe if you went and lived in NYC you would see how incredibly large the government there is in relation to TX. NYC alone has a $60B budget, NY state has a $131B budget. Thus, TX has a RELATIVELY small government in comparison to others.
