Military deployed in NYC?

I was in New York City today, and have been for the week. I noticed a lot soldiers patrolling the streets, as well. I don't live in NYC, but... a) is this normal and routine in NYC? b) is this Constitutional -- for the US military to be patrolling the streets of a major US city most likely indefinitely, as it seems?

Patriot, you probably saw a non-helmet crew though they probably had their sidearms and M-16's?

They do training for urban situations (you'll see them around Grand Central) or guarding entrances to tunnels before deploying overseas.

They aren't actively patrolling. At least I have never seen them doing any patrolling.
