Is ANYONE shocked to hear this?

Naturally, the state of California knows exactly how much their IOUs are worth. So far, they’ve paid out over $682 million in IOUs. Small businesses are expected to pay taxes based on the IOU “income,” but at the same time they refuse to accept the IOUs as tax payments

Great. This gives the small businesses receiving IOUs the perfect reason to refuse to accept them.

Download their CAFR. It's on the web, just search for it.

Can you read a balance sheet? If not, show it to someone who can and have them explain it.
