Leadership PAC Filings on the Rise
By Alex Knott, CQ Staff

Often referred to as leadership PACs, the number of lawmaker- and candidate-controlled political action committees is continuing to rise.

Nearly 325 of the campaign fundraising organizations have registered with the Federal Election Commission — a direct result of the lobbying overhaul law passed in 2007. About 200 of the committees have registered just since March, when the law (PL 110-81) actually took effect. Some of them were re-registrations of old committees required by the new law. But there’s has also been a steady trickle of new filings since March.

One of the latest is the Husky PAC created by Rep. Joe Courtney , D-Conn., named after the University of Connecticut mascot. Courtney, who is making plans for a run at a third term, raised almost $2.5 million during the 2008 election cycle.

Another recently registered PAC belongs to Texas Republican House candidate John Faulk. His committee is called the Harris County Conservative Congress, named for the county that encompasses Houston and several surrounding suburbs. Faulk is planning a run for the 18th District seat now held by Democratic Rep. Sheila Jackson Lee , who is — at the moment anyway — favored to win re-election.
