It would be like a peer reviewed scientific journal. Authors will submit papers to the journal on their methods of how to train a militia and then they would get reviewed by editors and published. The militia community would try to replicate the results after reviewing the findings and submit their own paper to the militia journal if their findings were replicated or they were not.
