Because they know it won't pass, and if it does they know it won't change anything, but it might trick some people into thinking they are on the side of freedom, which they are not.

This is how I feel about the the House bill as well. They were probably told just to co-sponsor it for their image and that it would be held up in committee so they didn't actually have to vote on it. What they are doing is really disgusting...really...REALLY disgusting. And as you said, it may not do anything even if it was passed. UGH! Things need to change. NOW!
