The first line of the piece:

On present trends, most of Europe will soon have lower income tax rates than most of America.
Don't forget that in addition to income taxes, most countries in Europe also have VAT taxes which can be as high as 25% added to the price of everything they buy.

Somehow I don't think American taxes will reach the Swedish level any time soon, 63% in total for a median income earner here.

That article also commits the fallacy of equated so-called free trade agreements with free trade. Entering a treaty only binds a country, it doesn't free it. If European countries wanted to enjoy the benefits of lowering the tariffs they put on Korean imports, then they could just do that, totally without respect to whether South Korea chose to give its own citizens the same benefit. No treaty would be needed.
