I imagine the (undisclosed) bids were of how many units of "2 POUND FROZEN HAM SLICED" could be offered at the funding amount given, but I might be wrong.

Here you go for the explaination: "Clougherty Packing of Los Angeles won a $1.2 million contract to provide sliced ham to food banks as part of the Agriculture Department’s emergency food assistance program."

That's still alot of PORK, being bought by the federal gov't from a company that that has annual sales of $420million. Yay!!! for the gov't "Recovery"! I wonder how much of their sales are attributed to gov't purchases.
