So they HAVE to debate in secret?

I guess they're not very confident that their beliefs of robbing us blind for total control would go over well with the populace.

This guy is saying that what they talk about in debate would destabilize markets, and worry people.

What he really means, is that they don't trust investors to go along with their plans, so they need the fed to act as the invisible hand.

I don't trust the fed or most investors, so let's go with the more transparency option. If transparency makes the markets more chaotic, that's a good thing, we won't have these giant booms and busts anymore, and the poor risk takers will get punished in real time instead of down the line.
