Nice to see tax dollars paying for big chrome rims and a fancy paint job. They should have spent the money on a treadmill for the sheriff, at least then he might be able to actually chase the bad guys.

Those types of "upgrades" usually do not come from taxes, but from sales of impounded/confiscated property from criminals.

Government has incomes and expenses. Any expense pulls from the income. Taxes could be lowered if incomes from other sources were meeting the expense needs.

An exception would be if a non-government entity makes a donation specifically for that use. If not used for that particular expense, the income would not be there.
